The Chief Administrative Officer is the Borough Manager who is appointed by Council and is responsible for the day-to-day operation of the Borough. Chester County Government is headquartered in West Chester, PA (approximately 30 miles west of Philadelphia) and is administered by a three-person Board of Commissioners, who are elected for four-year terms. The Board manages a large and diverse organization whose mission is to provide quality services in an efficient, cost effective manner. The Commissioners have selective policy-making authority to provide certain local services and facilities on a countywide basis. Accordingly, the commissioners are responsible for the management of the fiscal and administrative functions of the county. |

East Marlborough Township was established by the Pennsylvania State Legislature in 1729. East and West Marlborough Townships were carved out of the larger Marlborough Township, which was considered too unwieldy. East Marlborough is sixteen square miles in area and includes the world famous horticultural displays at Longwood Gardens, as well as New Bolton Center, the veterinary school of the University of Pennsylvania, where pioneering animal research is done.
We are the caretakers of several surviving Penn Oak Trees which were young trees when William Penn walked this land. In addition, there are several surviving stations of the Underground Railroads which assisted escaping slaves on their journey to freedom in the north. Local groups are working to restore one of the Underground Railroad Stations, located on US Route One. |

Before William Penn, Jr. obtained his patent for land given him by his father in 1706, he arranged its sale. This land included the area known as New Garden Township, an area of steep slopes and rolling hills cut by fast-moving creeks and meandering streams. Homes were built, land was cleared and cultivated and Meeting Houses and schools were constructed. Soon villages sprouted - New Garden which grew around the Meeting House; Toughkenamon on the "road from Brandywine to Nottingham" and where the old inn, best known as The Hammer & Trowel was located; Landenberg which was the home of many mills located along the White Clay Creek (most notably cotton mills and woolen mills); and Kaolin which was the center of extensive clay quarries from which a fine china clay was excavated. As years passed and water power gave way to other sources of energy, the mills closed and many employees moved on to more prosperous industrial areas. The clay quarries filled with water, and the Township returned primarily to farming, and so it remained for many years. The countryside is changing, but all around us we can still see the lovely homes, schoolhouses, Meeting Houses and Churches that date from the 1700s and 1800s. |

Southeastern Chester County Refuse Authority (SECCRA) is a municipal authority formed in 1968 to provide a regional waste management approach to municipal solid waste problems in southern Chester County.
SECCRA's current landfill in London Grove Township started operations in 1986. It serves 24 boroughs and townships in southern Chester County. The landfill has received more than 1,000,000 tons of waste so far. This will serve the community until 2009. SECCRA operated a landfill in Kennett Township from 1968 to 1978. That landfill was closed and has subsequently been incorporated into the Anson B. Nixon Park. |

The Library has over 50,000 circulating and non-circulating items in its various collections. These collections consist of fiction and nonfiction books, a reference collection, children's books, audio books, DVDs and periodicals. The Library has six computers with internet access for public use in the adult reference area. There are also three computers in the children's library with a variety of educational and multimedia programs that children can use.

The earliest record of the Kennett Square Police Department is July 1882. For more than a century the Police Department has prided itself on service to residents and visitors alike. In the 90's community policing became the buzz word of the law enforcement community. Many departments realized that for a law enforcement agency to be effective it has to move beyond investigations and arrests. A relationship has to be established with the community so that problems affecting the community can be dealt with before they become a law enforcement issue. Our department has always prided itself on this type of service. There is no need to return to what we have always done. Presently, there is no incident or issue too small to be overlooked. |  |

Our all volunteer fire department is faced with the same tasks as the large city departments with the only exception being the lack of a paycheck. We like to associate with the two hundred plus years of tradition which overshadows the fire service in our country but we also try to watch carefully what is happening around us (big, big, big circle) so we may continue to provide our families, friends and neighbors the service they deserve. |  |
