Facade Grant Guidelines

Introduction

The Borough of Kennett Square Design Challenge Grant Program provides grants to commercial property owners, or business owners with property owner approval, to encourage restoration of building façades enhancing the existing appearance per the design guidelines booklet. The Borough of Kennett Square utilizes grant funding received from the Pennsylvania Department of Community and Economic Development Main Street Program to serve as an incentive to stimulate private investment in façade renovations.

It is anticipated that the implementation of the Design Challenge Grant will result in a more competitive and economically viable business district. An attractive image is of key importance to the success of any commercial area. That image depends on the appearance of the commercial areas and of the individual building assets.

Façade and storefront improvements are one of the most effective proven ways of upgrading the image of a commercial area and ultimately focusing more business to the area. The Design Challenge Grant program also affords a property owner the opportunity to reverse past inappropriate architectural improvements. Many improvements do not need to be costly. Often a fresh coat of paint or a new sign or awning canopy may be all this is needed. Many commercial buildings throughout Kennett Square still retain the architectural features that made them unique.

The Borough of Kennett Square Design guidelines are meant to serve as a guide. This booklet cannot cover every situation nor solve every problem, but it can offer basic information about physical improvements which have been proven to be effective in revitalizing other commercial districts throughout Pennsylvania. In addition, the design guidelines establish a set of design principles to insure the improvements are consistent with the scale, character and history of the particular neighborhood and town as a whole. These principles stress good maintenance of existing original architectural features and compatibility of replacement architectural elements and any new additions.

Applications for the grant program for properties in the Main Street Targeted area will first have to be submitted to the Kennett Square Code Enforcement Officer and the Kennett Square Architectural Review Board (ARB) for design approval. This process will be expedited as much as possible. The approved design can then be submitted to the Historic Kennett Square Design Committee for consideration for a Design Challenge Grant.

Design Challenge Program Geographic Boundaries

All commercial properties to be considered for a Design Challenge Grant must be in the Main Street Target area within the following boundaries: from Mill to Walnut streets and from Cypress to Linden streets.

Eligible Projects and Activities

The dollar amounts available for eligible projects and activities are as follows:

Please remember the total reimbursement, per applicant will not exceed $3,000.00 and may not and will not exceed 50% of the total project cost.

Exterior Woodwork and Architectural Metals:
Maximum reimbursement of $3,000.00
This category refers to the repair, cleaning, refinishing, painting, restoration, repointing, or replacement of exterior woodwork or architectural metals.

Masonry:
Maximum reimbursement of $3,000.00
This category refers to masonry repairs, restoration, repointing, repainting (only if originally painted), or low-pressure water or steam cleaning.

Windows and Doors:
Maximum reimbursement of $3,000.00
This category refers to the repair, replacement, installation, repainting or restoration of windows (including display, ornamental, upper-story and storm windows) and exterior doors.

Cornices, Parapets and Roofs:
Maximum reimbursement of $3,000.00
This is for the installation or repair of cornices, parapets or roofs when part of a façade renovation, or independently, when it is a visible part of the façade.

Landscaping, Streetscaping and Parking:
Maximum reimbursement of $3,000.00
This category is for the installation of landscaping and streetscaping (hardscaping, for example: paving and fencing, or softscaping, for example: plant and shrub materials) during a façade and/or parking area renovation.

Signs, Awnings and Canopies:
Maximum reimbursement of $2,000.00
This is for the maintenance and repair or removal and replacement of existing signs, or the installation of new signs or retractable cloth awnings and canopies.

Lighting Fixtures:
Maximum reimbursement of $2,000.00
This is for the exterior lighting fixtures which are associated with a building façade or to provide indirect sign lighting. The lighting fixtures chosen must be appropriate to the age and character of the building.

Application and Approval Process

    1. Secure a Borough of Kennett Square Design Grant application package, including the ARB application from the Kennett Square Borough Code Enforcement Officer. Submit a completed Borough of Kennett Square Design Challenge Grant Application including the following:

      a. ARB approval of the design application if needed
      b. Application identification.
      c. Property owner identification if different from “b”.
      d. Property location.
      e. Written project description, design plan, drawing, schematics, photographs for each eligible project.
      f. Contractor/material cost estimates for each eligible project.
      g. Matching funding verification.
      h. Signature of the applicant and property owner (if different from applicant).

    2. The Borough of Kennett Square Design Challenge Grant application will be reviewed by the Executive Director for the completeness of information. This review process will be completed within five working days.

    3. After the application is reviewed, the application will be submitted to Historic Kennett Square Design Committee for review and approval at their next scheduled meeting.

    4. Proposed projects are required to secure any necessary Borough of Kennett Square permit before commencement of work.

    5. Reimbursements to the project applicant/contractor(s) requires:

      a. Adherence to the design plan and/or project as submitted and reviewed and approved by the Kennett Area Design Committee.
      b. Pre-approved by the Design Committee of any changes of work-in-progress.
      c. Completion of final inspections, if required by the Borough of Kennett Square.

    6. IMPORTANT NOTE: Only approved work will be eligible for the Borough of Kennett Square Association Design Challenge grant program.

    7. Once the grant project is completed in a timely fashion, the applicant and/or contractor will:

      a. Send a letter of project satisfaction to the Executive Director.
      b. Submit invoices to the Executive Director

    8. Once the completed grant project is reviewed by the Historic Kennett Square Design Committee, the grant funds will be released.
